Dear Assemblymember / Senator,

I care deeply about the companion animals who share New York homes.

I am writing to ask you to support and strengthen A740 (Rosenthal), a pending proposal in Assembly Judiciary. It would allow interim care and sole or joint ownership orders that consider a companion animal's well-being, including disputes involving people who live or have lived with the animal. Interim care should not decide final ownership.

Please build on that protection with:

- prompt, accessible hearings with fair notice and review of emergency orders
- consistent factors for daily care, veterinary responsibility, stable bonds and welfare
- access to relevant records, without letting one document automatically decide every dispute
- continuity of necessary veterinary care and case-appropriate interim safeguards
- safety-sensitive arrangements, without mandatory unsafe shared contact
- written reasons for interim and final decisions
- clear eligibility and boundaries so temporary care alone does not automatically become ownership
- affordable procedures and resources for people without lawyers

These are campaign recommendations to add or clarify, not a description of protections already enacted. A fair, usable process can help broader protection work for animals and households.
